In a sense, people take economic independence as a sign of growing up, but the main economic source of the life of the elderly is their parents, and "not growing up" is the common embarrassment faced by these people and society.
The "nibblers" are all adults and have the ability to make a living, but they have not been "weaned" and have to rely on their parents to support young people.
